OTR Fuel Station
Initial Scope
The project involved the complete refurbishment of the OTR Fuel Station in Seaford, SA. The original scope included the demolition of an existing car wash and storage shed, a full strip-out of the old shop, a small shop extension with precast and structural steel, and the construction of a new four-bay car wash, two-bay dog wash, drive-through, and vacuum bays.
The site covers 4,366m², with the newly refurbished shop spanning 244m², including a new roof, external cladding, and a full internal fit-out.
Scope Change – Fuel Canopy Addition
Originally, the old fuel canopy was to be rust-treated and painted. However, upon further investigation, severe structural damage was identified, leading to the canopy being condemned. This major discovery required a complete redesign and construction of a new canopy, significantly increasing the project’s scope.
Challenges
Two different engineering reports suggested repairs, but MSS identified that neither guaranteed the canopy’s longevity. A deeper investigation confirmed the need for full replacement.
During structural steel works, further design errors and omissions were uncovered, leading to a project pause while redesigns and new council approvals were obtained.
The project experienced considerable delays over November, December, and January, with approvals finalised in February 2025.
A key challenge was shifting site culture following these delays. MSS worked closely with all subcontractors to reset expectations, develop a fast-tracked program, and recommit to delivering on time. This included extended work hours and, in some cases, seven-day work weeks.

- MSS proactively reviewed and flagged drawing errors early, ensuring minimal further delays once works recommenced.
- Comprehensive project records were maintained on Procore, providing a clear audit trail and protecting MSS’s interests.
